Keith Austin discovers the Manning and Hasting regions are home to unexpected gems.

It’s odd how you rarely see koalas in the wild and yet after a quick turn around the Koala Hospital in Port Macquarie, you would think they were flinging themselves under cars left, right and centre. Or trying to put bushfires out with their faces. Or picking fights with dogs, horses and, believe it or not, cows.

Throw in the bulldozing of koala habitats for more housing and it’s a wonder there are any left.

Between 200-300 koalas a year end up at the hospital, built in the grounds of the Macquarie Nature Reserve. Here they are cared for, hand-fed, rehabilitated and given names such as Cloud, Bonny Fire, Perch Miracle and Westhaven Barry – after which they are no doubt clamouring to be sent back to the bush.

According to Destination NSW’s holiday planner – the reason we ended up at the hospital in the first place – Port Macquarie has one of the highest urban koala populations in NSW and the state’s only koala hospital, where at 3pm you can watch the animals being fed.

We were heading home to Sydney after a bit of a disastrous end to a short break on the mid-north coast (of which more later) when we consulted the planner; how could anyone resist the pull of watching koalas moving, let alone being fed?

Port Macquarie, which at first we had no intention of visiting, was settled in 1821, making it one of the oldest penal settlements outside Sydney. It has a couple of good examples of convict-built buildings in St Thomas’s Church and the historical museum, and it also sports the National Trust-classified red mahogany house of surveyor John Flynn.

Built in 1891 for the princely sum of £667, Roto House is one of Port Macquarie’s few remaining 19th-century timber buildings. Flynn and his wife had six children, three of whom lived in Roto until 1976. The property now forms part of the Macquarie Nature Reserve, next to the Koala Hospital, and is a bit of a gem.

It will be even more of one when work on a cafe is finished (tenders for a five-year lease were called for just before Christmas) and you can “take tea” or enjoy a cucumber sandwich on the verandah overlooking this bush and parkland oasis in the middle of town.

Roto House itself, gloriously restored since 1980, is a time capsule, with each of its 10 rooms meticulously furnished in the fashions of the day and dotted with old photographs and details of the history of both house and family.

Particularly well done is the dining room where the table sits, laid out, for all the world as if it’s waiting for the ladies and gentlemen to make their way in for dinner.

There is also a suggestion, from one of the volunteers we meet, that the house is haunted by a dog of indeterminate origin. A terrier, perhaps? Can it be seen in one of the old pictures? Does it still roam the house looking for its masters?

With any luck it won’t cross the short stretch of bushland to harass the koalas; these poor things have already been through enough.

The walk and talk that accompanies the 3pm koala feeding is undertaken by a volunteer and goes from the main “gate” around various compounds where impossibly cute koalas of all shapes and sizes are being fed a low-lactose milk formula from droppers. The hospital, by the way, is open every day of the year and visitors are free to walk around the grounds at any time.

How did we end up here? Well, after staying at Harrington, about 70 kilometres south of Port Macquarie, while working on the NSW Good Pub Food Guide (a dirty job but someone has to do it), we consulted the aforementioned holiday planner and decided to aim for Ellenborough Falls to see Australia’s “tallest single-drop waterfall”. After that, a circular trip would take us through Wingham, a “historic timber town on the Manning River” where, after parking, a short stroll would take us to 1000-year-old Moreton Bay and strangler figs, which are also home to a “major colony of grey-headed flying fox”.

Well, the best-laid plans and all that, and yet sometimes there is a silver lining. The road from Harrington to the falls takes you past Coppernook State Forest, up through Stewarts River and Lorne, winding between the state forests of Comboyne, Upsalls Creek and Kerewong. Just past Kerewong and a few kilometres outside Comboyne, it happened. Suddenly the car began making a bit of a noise. Well, a huge, screeching noise – metal against metal. We stopped, the noise stopped. We started, the noise started.

We looked around: state forest, state forest and yet more bloody state forest but nary a mechanic for love nor money.

There was nothing for it; we limped into Comboyne sounding a little like a tractor dragging a piece of sheet metal over gravel. Nice and quiet, like.

Comboyne’s own website says it’s a place of “fresh mountain air, green pastures, forests, peace and tranquillity … a beautiful place of rolling green hills, forests, streams, waterfalls and magnificent open skies. The Comboyne Plateau lies between the valleys of the Manning River to the south and the Hastings River to the north. It is about 60 kilometres south-west of Port Macquarie, 35 west of Kew and 54 north-west of Taree”.

The region has been a prime dairy-farming area but more recent additions include growing avocados, macadamias, blueberries and other fruits and vegetables. Go past Comboyne and there is, well, a lot more state forest.

So, it’s a lazy Sunday afternoon in a 200-person town that (we discover later) has no pub. And yet Comboyne – motto: “Peace, quiet and fresh mountain air” – is going off like a frog in a sock. There are classic cars tootling around, people everywhere, helicopter rides, raffles, floral exhibitions, art exhibitions, food stalls, bands playing, talent contests, sausage sizzles, cake stalls, you name it. Yup, the annual Comboyne Village Fair is in full swing (entry $10 adults, $8 concession, under 18s free).

Luckily, we have a few hours to kill because the tow truck that will take us to Port Macquarie can’t get here for three or more hours. Even luckier still is the discovery of a home-made sign in Hill Street that reads “Heritage Farm Machinery” and points to a plain corrugated iron shed.

To enter this nondescript shed is to enter an Aladdin’s Cave of wonder. Opening up like Dr Who’s bigger-on-the-inside Tardis, the shed is actually a series of interlocking sheds that display what must be one of the most extensive and amazing one-man collections of historic rural farm equipment in NSW, if not Australia.

There are tractors from 1928 to the mid-1950s, earth movers, chainsaws, farm tools and machinery – all beautifully arranged and restored by local man Alan Latimore.

There’s a four-cylinder Ferguson tractor from 1954, another from ’57, a 1949 British Turner “Yeoman of England”, a Linke Hofmann Busch German tractor from 1950 (“the only one in Australia”). The walls are covered in old advertising signs as well as tools and memorabilia.

A walk around the rest of the complex reveals a cabinet containing old axe heads, a wall festooned with the lovingly displayed spanner collection of the “late Mr Keith Scott”, a series of hand-held scythes, a collection of chainsaws, yet more spanners (in ascending order, of course), old car hood ornaments, number plates, a truck and yet more tractors in various states of restoration.

And yet amid all this, one thing stands out – a piece of a tree branch strung up on a wall with a couple of bits of old wire. Latimore is busy with visitors so we ask his son about it. “That,” he says, “is part of the branch of the tree that dad and his father were cutting down many years ago when it fell the wrong way and ripped dad’s right arm off.”

Yes, Alan Latimore, restorer, handyman and collector extraordinaire – the Comboyne Harvester of old tractors – has only one arm.

The garage in Port Macquarie discovered that there was a stone in the brake pad. It cost $85 to “repair”. The tow truck cost $400. It fell below the insurance company’s excess and we had to stay an extra night in Port Macquarie. But, looking back, it was worth every cent.

To those of us who have planned or are planning a wedding, it sounds silly to even put the words “Wedding” and “Budget” together, doesn’t it? The average wedding in theUnited Statescosts about $26,000. When I heard this I was shocked, but then as I started planning my own wedding, I realized that planning a $25,000+ wedding is so easy to do! Still, as I began planning our wedding last Spring, I was determined to cut that number in half–at least. I started planning with a $10,000 budget in mind which has been…wobbly…at times. But with some poking, prodding, and a little begging…we should come in right around our target.

Here are my tips for wedding planning on a budget.

1. Research, Research, Research. Plan early and plan often! We got engaged last April and I can honestly say that not a day has passed that I haven’t been planning (whether in my head or in reality). The process has consumed me, but not in a crazy “Bridezilla” way (in fact I think I am the antithesis of a Bridezilla! I only tried on 4 dresses for crying out loud) but it has consumed me in the best way possible.

When I talk about my wedding planning process to date, I always tell people how much fun I have had. I started by browsing wedding blogs, my favorites are Green Wedding Shoes, Snippet and Ink, Style Me Pretty, and 100 Layer Cake. Then I created my Wedding Inspiration board on Pinterest. I pinned all of the things that inspired me until my vision started to take place.

Once I knew what I wanted, I started the real planning phase. All of the pre-work that I had done was a huge help. I was well-informed and I knew exactly what I wanted.

2. Get creative with your venue. There have only been two stressful parts of wedding planning for me. The first was narrowing down our guest list. The second was choosing a venue. This was so hard because I knew what I wanted: a somewhat laid back location, classically beautiful, with a place for the ceremony on the water. If that sounds like a lot to ask, well apparently it is! I spent entire weekends driving around the state ofNew Jersey. Every place was either too “rustic” (see also: dirty), too expensive, too far, too small, too big, etc.

One day, after about a month of this state, I was on the phone with my mother and she said, “Dena, I think you are asking for too much.” That was the best thing she could have said. I realized that I was searching for the perfect venue, when really I should have been searching for the “perfect for us” venue. I made a few compromises and made my choice within a week after that conversation.

One of the things that I love about our venue is that it isn’t all-inclusive. We are simply renting the space and they are providing the bar. Other than that we have been free to choose everything else ourselves which has been so amazing. It’s really given me the opportunity to make it exactly what we want it to be, from the caterer, to the decor, and everything in between.

Plus I will get my ceremony on the lake after all and the bonus is that we’ll have the ceremony and the reception all in once place which was really important to us since we’re having a quick ceremony.

3. Decide on your uncompromisable’s. It’s important to decide early on what things you will not compromise. There are all sorts of concessions to be made when planning a budget wedding. Figure out what matters the most and work from there. For us, I knew right away that our sticking points were a waterside ceremony, AMAZING food, an open bar and a photo booth. I wasn’t going to budge on those pieces because, for me, those are the elements of a great party–and that’s what we want our wedding to be!

Once you know what your uncompromisable’s are–and how much they will cost–you can start to fill in the missing pieces.

4. Seek out the better than best prices and bargain with your vendors. One of the biggest things that has allowed me to plan my dream wedding on a $10K budget has been my ruthless negotiating skill. I’ve not paid full price for more than a handful of our wedding purchases. I bargain with whatever I’ve got on my side. For example, in exchange for services like decorating and photography, I traded advertising space on my website and social media accounts for reduced rates. In exchange for Etsy purchases, I traded high-quality product photographs for more reduced prices. I’ve even seen photographers and caterers willing to trade for handy-work, carpentry, and things like that. If you or your partner is crafty–take advantage. Do not be afraid to offer a trade with whatever you have to offer. The worst the vendor can say is no (and I’ve had a few of those) but it doesn’t hurt to ask!

Sometimes securing the better than best prices means holding out. For example, I thought I’d found a great price on a photobooth, but I decided to hold off.  A couple of weeks later, I got a Groupon for the same package at half the price! So give yourself enough time so that you have the luxury to hold out.

5. Etsy & local shops. I have used Etsy for so much. I am really obsessed with it. A few of the things that I’ve gotten on Etsy so far are: my bridesmaids gifts (custom clutches & custom rose petal earrings), various buntings, my wedding ring, the grooms & groomsmen ties and a few other things that I am probably forgetting!

Also check out local shops & don’t buy at the first place you look. For example, I’ve been scouring antique shops for vintage glass bottles. In the first few places I looked bottles were starting at $10 a piece. But later I found a shop where I got 20 bottles for $15! I was ecstatic. I have purchased lots more stuff from there, as well, like a vintage Pepsi Cola case and vintage cigar cases. Once you find a place with bargains, check back in once in awhile to see what new treasures come in.

6. DIY Projects. “Do what you can with what you’ve got” is one of my favorite phrases and it’s as applicable to wedding planning as it is to life. If you have any skills or family/friends with skills–now is the time to take advantage of that. My father is a gifted artist so I am having him do all of the letters on our place cards, invitations and signs. We had a lot of scrap wood leftover from remodeling our deck last summer, so we are using those boards for our directional signs. I’ve been collecting every empty sauce & jam jar to use for our centerpieces.

There are lots of little ways to be resourceful and save cash. Think outside of the box.

7. Buy your flowers wholesale. If flowers are one of your non-negotiables then it may be wise to invest in a florist; but if you are flexible and have a more laid back vision (like me!) then buying flowers wholesale can be a super smart move. I ordered heaps of pink garden roses, light pink & white carnations and bunches of baby’s breath for an absolute steal! It’s going to take some effort (the flowers will be shipped to my house a couple of days beforehand and I still have to figure out how I’m going to get them to the venue!) and I’ll have some work on the evening before the wedding putting bouquets and boutonnieres together; but doing it this way has saved me a lot(!) of money. And I am still going to have all of the beautiful flowers that I’ve been dreaming of.

8. Invest in a Day of Coordinator. Investing in a Day of Coordinator has been one of my best decisions. Although I had not originally budgeted for her, she has actually helped me to save money overall and there is no telling how much time/stress she has saved (and will save) me.

I really, truly love wedding planning. Don’t let me fool you though–as much as I LOVE it–it’s a lot of work, a real labor of love. I am officially exhausted just making this list!

EL PASO – Regarding a story News Channel exclusively reported Monday about a resident's bird-infested home, the property's insurance company paid a visit to the Mancilla family to assess the situation. The visit only confirmed the family's worst nightmare. The insurance policy apparently does not cover animal infestation and the piles of decaying birds, fecis and possible disease in the attic.

The Mancilla family discovered the dead birds Sunday while trying to fix a broken heater. The visit from the insurance company only lasted 30 minutes when the family expected it to last 2 hours.

"That pretty much tells me the answer was already in their heads," said homeowner Angel Mancilla. "It was already a no answer before they walked in the door."

Mancilla says he is trying to protect his family from the remains of dead birds now filtering through the vents in their home.

"I found about two feet of birds just piled up in the insulation, all the bones. And I just dug it out and that's actually where i found the gas leak," said Mancilla. He told News Channel 9 that he was shocked that the house passed inspection before he bought it.

"Somebody didn't do their job right," said Mancilla.

While at the Mancilla home, the insurance agent called Mancilla to tell him that the birds in the attic are not covered. The insurance company seems to be blaming the inspector. News Channel 9 talked to an inspector not associated with the Mancilla home to try to uncover who was responsible.

"If the attic was accessible, and could be inspected, then it should've been covered in the report," said Doug Yost, owner of Buyer’s Advocate Real Estate Inspectors of El Paso, Inc. He says inspectors are required to check attics if they are large enough to get inside. They need to meet the Texas Real Estate Commissions requirements of 22 by 30 inches or headroom larger than 30 inches. If the attic is too small to inspect, that information must be included in the report as well.

"Of course if there were animal remains in the attic, structural defects,evidence of leaks they would've all been mentioned in the inspection report," said Yost.

The Mancilla family is at a loss as they try to track down the inspector who cleared their house before they moved in almost two years ago.

"It's kinda scary what I'm looking for you know having to pay out of pocket and I don't really have it," said Mancilla. "I don't have a dime for it to be honest,"

News Channel 9 is also looking for that same inspector and will keep you posted on if he or she is willing to accept some responsibility for what this family is calling a nightmare.

EL PASO – An El Paso family said they started living a nightmare after discovering hundreds of dead birds in their attic.

The attic was full of decomposing birds, feces and possibly disease spreading through the vents in their home. Veronica Mancilla, a mother of six children, fears the whole family has been breathing in the contagious remains of the birds for almost two years.

"I wanted to leave as soon as my husband discovered this. I wanted to pack up and leave right now," said Mancilla.

The family discovered the bird carcasses Monday, when they noticed their heater stopped working and suspected a gas leak. Mancilla's husband went into the attic and it was then he discovered the gruesome piles of dead birds.

"Instead of finding the gas leak they ended up finding hundreds and hundreds of birds. I mean there were hundreds. It was like a horror movie," said Mancilla. "When my husband got out of there he was covered from head to toe in feathers and dirt and I don't know what other stuff was there."

Mancilla said she had no idea how long the birds had been trapped in the attic.

News Channel 9 spoke with the local exterminator that was called in to assess the situation, to ask about the potential hazards of such a situation.

"The problem with that are the mites, the ticks, the fleas that can come from it," said Jerry Greenwood from Amix Pest Control.

According to Green's analysis of the home, there were three possible entrance points from which the birds could have been entering.

"What it looks like to me these birds got trapped, there was a hole. They just died," said Greenwood.

The Mancilla family had moved in after the house had been vacant for a year. Prior to that, Veronica had no knowledge of the history of the home. Now, the family is agonizing over how they could have bought the home in such a condition.

Greenwood told News Channel 9 that all homes should have pest control. If it's not a continuous regimen, he recommended a maintenance schedule implemented by the original homeowners.

The Mancilla's insurance company visited the home Tuesday morning and unfortunately, they will not be helping the family with the cost of damages.

At Delicious Real Estate, all of our buyers negotiate a home warranty plan in the purchase offer.  Unless you’re buying a bank owned foreclosure in Columbus (though every once in awhile they will supply one) you’re going to ask for and, in about 90% of home sales I would guess, receive a home warranty. In addition, you also are going to ask for a gas-line warranty because, well, why not?

A local company, based on South Front Street, ABC Gas, pioneered the idea of the gas-line warranty.  I think most Realtors in-the-know urge their clients to call ABC first if something happens with the gas lines or any appliance attached to the gas line (read furnace or AC). That’s because ABC has a stellar reputation for taking care of problems without all the red-tape, fine print, and BS.

Recently, ABC Gas introduced their own version of a home warranty, the Home-Save Warranty. It costs a little more than your average warranty at $545 but it already includes the gas line warranty, typically an $85.00 expense.  The most innovative aspect to this new Home-Safe warranty for Columbus home buyers, is that there is NO Service Fee. 

Other companies send a repairman to your home and you have to pay that repairman a service charge. The whole reason you have a home warranty is to avoid paying for the repair. Now, you don’t have to pay for the service call either. ABC will send a local repairman, they’ll make the repair, and they’ll leave. 

The biggest reason I’m so keen on this particular warranty is that

It is very important to determine a budget for any home improvement project, and kitchen remodeling is no exception.

A word of caution: I spent several hours researching kitchen remodeling cost and budgeting on the internet to gather data for this article.  I ran into a couple websites that gave square footage pricing for kitchen remodeling.  Although I commiserate with their attempt to find a simple method to figure out remodeling pricing, this type of advice is not based in reality.  Remodeling jobs in general are so specific to the conditions of the building and tastes of the homeowner that no square footage pricing will ever be realistic.  I also ran into many sites that did not give you any real information about establishing a budget but basicaly interpreted Hanley Wood’s yearly Remodeling Cost vs. Value report which is published each year.  You’re much better off going to costvsvalue.com and evaluating the results for yourself.

Like anything else in this world a kitchen remodel is going to cost more than you thought it would and the sky is the limit on what it can cost depending on your tastes.  There are multiple factors that go into determining a remodeling budget.

There are several places online you can go to help you establish a basic budget number to start with.  My personal recommendation is Remodeling Magazine’s Cost vs. Value Report which is released by region and major city each year.    The really nice thing about this report is that it gives a description of the “average” project so that you can guage if your kitchen remodel is going to fall above or below the benchmark.  I also find their average pricing to be an accurate reflection of the pricing for our company, so by recommending to clients before I even meet with them that they investigate this report they are more likely to establish a realistic budget we can work within to give them a fantastic kitchen.

While Remodeling Magazine’s report is very helpful, it is still a very one size fits all approach to establishing a budget.  Keep reading if you’d like to try to hone your numbers a bit.

Get out a pad and paper and jot down a few notes about each factor as you go through this list:

Factor 1: Home Value-  Consider not only what you think your home is worth, but also the value of similar homes in your neighborhood that already have updates.  My favorite website to check home values is zillow.com, simply enter your address and you get an interactive map with home values and other information listed right on the map.  Take note of which homes are of similar size to yours, have been purchased more recently, but have a higher value, then peek in their windows to see what the house looks like.  Ok, seriously, I was only kidding.  If you don’t know them perhaps it’s time to meet the neighbors and ask for a quick tour.

Factor 2: Wow! - This has everything to do with your goals and motivations.  Write down each motivational factor which is important to you in a kitchen remodel.  Here are some possible examples: Kitchen is falling apart.  You love to cook and the layout doesn’t suit you.  You love to entertain and want to open up the kitchen as a place to gather.  You want a kitchen that wows your guests.  You are getting ready to sell your home and the kitchen is a sticking point with buyers…   Now that you have your list, evalute which motivations are most important and relist them in motivational order.  Imagining your budget starting in “the middle” take note of which factors might move the budget up or down…i.e. wanting to remodel to encourage a sale might move the budget down, remodeling to wow guest might max it out…etc.

Factor 3: Essentials Did someone say Aga(a $20k stove)? – List any “must haves” for a kitchen remodel to be worth it to you.  Possible examples: granite counters, an island with an extra sink, a second dishwasher, a commercial quality gas range, etc.

Factor 4: Time- Determine to the best of your ability the length of time you plan on owning the home. Your enjoyment of the space is probably one of your highest motivating factors, so how long you get to enjoy it is important.

Factor 5: Size Matters- Determine what percentage of your home your kitchen encompasses.  A sampling of over 100 modern home floorplans of 1000 to 3000 square foot homes revealed the average kitchen square footage to be 7% of the home’s square footage.  If your kitchen is larger or smaller than this average you may need to increase or decrease your budget accordingly.

Factor 6:  Layout- if you already know you’re going to want the sink moved, an island sink added, an interior wall moved and an exterior door added, then you need to add money to your budget well beyond what a basic facelift would cost.

Factor 7: Funding- Determine the maximum amount of money you could afford to spend.  If you are financing your project you can calculate what a lender will likely lend you.  Lenders want to see a debt to income ratio(DTI) of .36 or less.  Your DTI is established by taking all your monthly debt obligations (credit card payments, auto loans, mortgage, etc.) and dividing by your monthly income.  To determine your maximum safe monthly debt multiply .36 times your monthly income.  Now subtract your existing monthly debt from this number and you have a monthly budget maximum.  Here’s a link to a calculator that will do the math for you:  mortgage calculator

Putting it All Together

The key to determining your budget is finding the percentage of your home’s value you should use as a budget guideline.  While researching this article I ran across recommendations to use percentages ranging from 10% to 25% of home value.  For a kitchen remodel of any substance that includes new flooring, appliances, cabinets, sink/faucet, lighting and bringing electric up to code I find anything less than 15% to be a very dubious number.  I suppose on a million dollar house 10% would be a workable budget, but on a 200k house a 20k budget is marginal at best for a full blown kitchen remodel.

If resale value is important to you it is wise to keept the cost of your kitchen renovation project within 20% of the current value of your home.  Staying within this range insures that a majority of the new kitchen’s cost is recouped in increased home value immediately, and the remaining cost should be recouped within 5 years as your home appreciates.

Ok, let’s run through an example.  Keep in mind, there is no exact formula here.  We are simply doing our best to be as informed as possible and make a wise decision about how much to spend on our kitchen remodel.

For our example let’s use my house.  It’s a 50′s cape cod with a modest square footage of 1500.

Factor 1 Value:  Zillow gives me an estimated value of $167,500, however, I notice zillow hasn’t yet updated and accounted for the single family homes which were recently built in the field behind us with a starting price of $270k.  Zillow also has our square footage listed at under 1200.  Looks like the previous owner did a little remodeling without a permit.  I’m going to base my budget on a price of 180k which is similar to other houses in the neighborhood that are the same size.

Factor 2 Goals: My wife and I love to entertain guests.  To make a kitchen remodel worthwhile for us we need to lose an interior wall to open up the kitchen and dining nook to the living room.  I’m going to add 1% to budget for this.

Factor 3 Essentials: As a former chef two must haves for me are a new oven and a really nice propane range(no natural gas service here), preferably a commercial range modified for home use (real commercial ranges don’t have insulation around the oven, critical for home safety).  I’m going to add another 1% to my budget to make sure there is enough money to get me my range and propane installation.

Factor 4 Time:  We plan to stay in our house a minimum of 4 years.  As a rule of thumb it takes 5 years for most remodeling to appreciate and recoup all of its cost.  Since we will likely be here at least 5 years I’m not going to penalize the budget, but since there is a good chance we’ll move right around 5 years I’m not going to increase it like I would if we were staying much longer.

Factor 5 Size of Kitchen:  Our kitchen is about 140SquareFeet(SF).  That’s over 9% of the SF of the house, 2% above average.  Obviously this kitchen is going to require some extra material and cabinets.  I’m going to up the budget 1% for this, I hope it’s enough.

Factor 6 Layout:  We are going to change the layout of our kitchen pretty extensively.  We currently have a cooktop peninsula.  The range is going to go on a differnet wall and the dishwasher will move to the peninsula, though we might ditch the peninsula, move the fridge and add an island instead.  About the only thing that won’t move is the sink.  I’m going to add another 1% to my budget, again hoping $1800 (1% of our 180k value) is enough to cover the electrical and plumbing changes.

For my base I’m going to use 20%.  As I mentioned before, there are going to be people who will argue with me on that, but going lower often doesn’t leave you with workable budget numbers for full blown kitchen remodels.  I’m adding 4% based on my factors listed above.  I adjusted my zillow.com estimated home value to 180k based on the comparable square footage and value of other homes around me.  This gives me a working budget of 24% x 180k= $43,200  When I compare this to the Cost Vs. Value report I see that in the Middle Atlantic Region a Major Kitchen Renovation is $59, 098.  It looks like my budget could be bit low, especially since I really would like granite countertops and the Cost Vs. Value specs call for laminate tops.  On the other hand my kitchen is significantly smaller than their 200SF benchmark, so I think I’ll go with my budget number and see what my contractor can do for me in that budget.

Please note that I ignored Factor 7 Available Funds.  Obviously Factor 7 either makes or breaks budget numbers and there is no point in discussing it here.

Summer is the time for tornadoes, fires, and family. We eventually got dried out. Home air conditioner maintenance has enduring stability. I really need to do more with this. I might want to feel successful. Regular checkups of your home and existing systems will help you save money and relieve worries in the future. DeKALB – An alarm might not be the only device set off by house fires if the state’s top fire official gets his wish.

Illinois State Fire Marshal Larry Matkaitis soon will ask a General Assembly committee to mandate sprinkler systems in new homes. The potential mandate introduces a debate weighing safety measures against additional costs to residents that some municipalities may soon address.

DeKalb City Manager Mark Biernacki said officials have discussed updating the fire code and expects public conversations to start this year. Because DeKalb is a “home rule” municipality, the potential mandate likely would be a city decision.

Biernacki said the city has followed the International Residential Code developed by the International Code Council in the past. The code was updated in 2009 to include residential sprinklers for new homes.

Mandating residential sprinkler systems would be an added cost to home buyers, and maintenance and inspection would be a recurring cost, which is why Biernacki said it would be important to also discuss the issues with Sycamore and Cortland.

Biernacki said the three municipalities should avoid creating competitive disadvantages in the housing market.

“We’ll certainly explore it and have a good healthy discussion about it and see how it ends up with the council,” he said.

Residential sprinklers are similar to their industrial counterparts. The heat of a fire melts a bulb that holds back water from the system. Home sprinklers are more recessed into the ceiling, and the activation of one does not set off the others.

Only California and Maryland have a statewide law requiring residential sprinklers in new homes. Pennsylvania enacted a mandate effective in January 2011, but repealed it four months later.

Sycamore Fire Chief Mark Kessler said the idea in theory is great, but there are pros and cons with every decision. While it would add a level of safety, he said it is a discussion and decision that should be left with local, elected officials.

“We just don’t know enough about it right now to have an opinion,” he said.

David Patzelt knows enough to have an opinion, and he is not in favor.

Patzelt, president of ShoDeen Homes, said mandating sprinkler systems would add costs and force a safety feature many people do not want. He said he never has had a request for a sprinkler system.

The added costs would come in the installation, recurring maintenance checks and insurance rates, Patzelt said. By adding a device that could damage the flooring and carpeting, he said he would not be surprised to see insurance costs escalate.

“Many homeowners work and repair their homes themselves,” he said. “It could cause a lot of damage when they are not familiar with a sprinkler system.”

John Castle, of John Castle Builders in Sycamore, agreed with Patzelt, saying it is the wrong time for more mandates with a struggling housing market.

He said the state added mandates a few years ago that required more installation for energy efficiencies, which is good, but costly.

“They just keep adding on regulations, which drives up the cost,” Castle said. “It’s already more than what people are willing to pay.”

Changes to state codes fall to the Joint Committee on Administrative Rules, made up of 12 members of the General Assembly, divided equally between both houses and both political parties.
